In 1991, Scott Meadors began his career as a police in the city of Stockton, California. During his 29-year career, he worked his way up from Officer to the rank of Captain where he spent eight and a half years in service. As a tenured Captain, he commanded the Field Operations Division, Investigations Division, and the Special Operations Division.
During his career, Scott has worked the following assignments: Field Training Officer, Community Police Officer, Narcotics Detective, Patrol Sergeant, Narcotics Sergeant, Internal Affairs Sergeant, Violent Crime Task Force Sergeant, Watch Commander, and Captain.
From 2014 to 2019, Scott led Stockton Police Department’s efforts during their participation in the National Initiative which focused on Procedural Justice Training, Implicit Bias Training, and Reconciliation/Trust Building with communities. In 2019, he was awarded the POST award for his contributions to the development of these trainings. They said, "...Unlike conventional law enforcement training programs, this topic was unique in that it presented challenges that required exceptional creativity and the professional confidence possessed only by those with a willingness to foster change, and Scott Meadors’ leadership helped with the success of this endeavor." Since then, Scott has led numerous classes around the country training police officers, command staffs, and community members alike on the application and practice of Procedural Justice and Implicit Bias.
His extensive experience helped him design Trust Building Workshops which aim to create a space where police officers and community members can come together to talk about shared experiences, the impact of police actions, and how to build and maintain trusting relationships.
